No gun law would change shooter’s mind

Let’s imagine the most comprehensive gun control laws ever written were in effect during the shooting at the baseball practice in Virginia and every victim had a laminated copy in his pocket. As the shooter approached, the copy was recited to the shooter, who immediately became aware that what he planned to do was very illegal and punishable by a wide range of severe penalties.

Do you think he would have changed his mind and retreated? This would be beyond the most inconceivable outcome possible.
